The correct answer is option 1 i.e. 11.

Given that 

The average of 5 consecutive odd numbers = 15

Average = $\frac{sum\ of\ observations}{number\ of\ observations}$ 

15 = $\frac{sum}{5}$

Hence the sum of the numbers = 75

Let the 5 consecutive odd numbers be = a, a + 2, a + 4, a + 6, a + 8

Hence,  a + a + 2 + a + 4 + a + 6 + a + 8 = 75

⇒ 5a + 20 = 75

⇒a = 11
