The correct answer is option 1 i.e. 1 

 If a2 + b2 + 1 = 2a

Put a = 1 and b = 0

1 + 0 + 1 = 2 * 1 

2 = 2 satisfies the equation

Then the value of a4 + b7 = 1 + 0 = 1
