The Constitution of India has provided for a division of powers between the Central and state governments. Under the Seventh Schedule, there are  – the Union List, State List and Concurrent List.
Union List
  • It includes defence, foreign affairs, railways, banking, among others.
State List
  • It includes Public order, police, public health and sanitation; hospitals and dispensaries, livestock and animal husbandry, betting and gambling etc.
Concurrent List
  • It includes Education, population control and family planning, criminal law, protection of wildlife and animals, forests, etc. 
  • If there is a conflict between Central and state government then constitution provides for a central law to override state law.
