According to the question - 

12 men can weave 20 shawls in 9 days.

So,

Efforts used on 20 shalws = 12 × 9

Efforts used on 1 shawl = $\frac{12\times9}{20}$

Now,

Efforts used on 25 shwals in 27 days by N men = N × 27

Efforts used on 1 shwal = $\frac{N\times 27}{25}$

On equating - 

$\frac{12\times 9}{20}=\frac{N\times 27}{25}$

N = 5

So,

5 men will be required to weave 27 shwals in 25 days.
